Georg von Tschudi war vor dem Ersten Weltkrieg als Flugplatzdirektor von Johannisthal eine der wichtigsten Persönlichkeiten der deutschen Luftfahrt. In den 1920er Jahren war er am Aufbau eines deutschen Luftverkehrsnetzes als Regierungsbeauftragter wesentlich beteiligt. Durch den Versailler Vertrag waren besondere Beziehungen zwischen Deutschland und Russland entstanden, die Georg von Tschudi für die Entwicklung der DERULUFT nutzte.
