1921 Russia Civil War Siberia Provisional Zemstvo Government of Baikal Region (Baikalia Pribaikalye) overprint on postcard pmk SELENGINSK to Zhigalovo. Correct rate 3r.50k. PZGB ceased to exist in 1920, the stamps were used in the Far Eastern Republic
