Undated Orgeev Zemstvo local cover of a letter (petition) sent from a village of the district to the administration for agricultural affairs in the city of Orgeev. Franked with two 3K carmin-red (Schmidt #18, issued in 1887). Cancelled by the main Zemstvo PO with "star of David" N°16.

Paper was expensive for peasants, so the cover is a reuse of a previous letter.
